Recently decided that he should be appointed to the Permanent Staff of the Department, to which he ought, in the ordinary course of affairs to have been transferred much earlier. I mention this to remove any difficulty which might be supposed to exist as to my proposal to appoint him over Mr. Tooker.

Additional Executive Engineer for Extra-ordinary Public Works. I recommend that Mr. Fisher, who at present fills the post of an Assistant Engineer, be promoted to this office, a new Assistant Engineer being obtained from England to fill his place.

Mr. Fisher was the successful competitor in the recent competition for the design of a new Clock Tower and has proved himself a reliable and hard-working Officer.

In accordance with G.G. No. 16 of 1899, I presume the salary of this new appointment would be $3,000 rising to $3,600 by triennial increments of $300.

The above are the only proposals I have to make with regard to any promotions in the existing Staff, consequent upon the recommendations of the Commission.

In order to carry out the remaining recommendations, it will be necessary that the following Officers should be appointed in England:

(a). An Executive Engineer with a knowledge of Water and Drainage Works. The lowest salary paid to Executive Engineers on a silver basis, is $3,000 per annum, with Exchange Compensation at the rate of 3/4 to the dollar on the full amount. The sterling equivalent is therefore £450. I recommend that the salary for the new post be $2,825, with $260 travelling allowance. No quarters or other allowance to be given.

(b). An Assistant Engineer for general Maintenance Work in connection with buildings, roads, etc. The salaries paid to the present Assistant Engineers obtained from England, on a silver basis, are $2,400, with Exchange Compensation at the rate of 3/4 to the dollar on the full amount. The sterling equivalent is therefore £360, at which salary one of the new Assistant Engineers has been appointed. I recommend that the salary for the new post be $2,160, with $260 travelling allowance, no quarters or other allowance.

(c). As already mentioned, an Assistant Engineer will be required to fill Mr. Fisher's post, if my recommendation in paragraph 7 be approved. This appointment should be on the same terms as those recommended for (b). The Officer appointed should have a good knowledge of architecture.
